Missoula County and the City of Missoula will incorporate comments received into the Poverello Center’s Housing Montana Heroes Program Environmental Assessment and send the final version to the Montana Department of Commerce and the U.S. Department of Housing and Urban Development. Along with the final environmental assessment, the county and city will issue a Request for Release of Funds to MDOC and HUD, respectively, by Feb. 28, 2023. MDOC and HUD will publish the environmental assessment and engage in a 15-day comment period, whereupon the Community Development Block Grant funding for this project will be released for the Poverello Center’s Housing Montana Heroes program to be located at the Clark Fork Inn at 1010 W. Broadway.

PLEASE NOTE: The project to move the Poverello Center’s Housing Montana Heroes program to the Clark Fork Inn is a Poverello Center project. Local governments are one of the only eligible recipients of CDGB funding. Since the Poverello cannot apply for the funds themselves, the County and City are helping them secure it. No taxpayer funds will be used for this project, and staffing, day-to-day operations, and other funding for this project are supplied and overseen by the Poverello Center.

From Feb. 3-22, community members reviewed the EA and sent in comments to inform the County and City before they requested a release of CDBG funds to move the Housing Montana Heroes program to the Clark Fork Inn.

The County and City have also completed a Section 104(d) Replacement Plan. Section 104(d) applies to this project and requires existing affordable housing units that will be converted or demolished to be replaced one-for-one with nearby, lower-income housing. All the units currently located at Clark Fork Inn will be replaced with affordable units through the Trinity development, as described in the joint County/City Section 104(d) One-for-One Replacement plan. The City of Missoula will submit the final plan with comments received to HUD for their review and approval.

I am hoping this project of yours, is being totally funded by the VA, and the federal govt.The local taxpayers should not be funding this. We are already taking it in the shorts, with irresponsible, frivolous, spending. Can't understand all of a sudden where all these veterans showed up on our doorstep. Where did they all come from? They are not all Missoulians. It's just like all the info you fools put out. You tell us what YOU think we need to hear, as long as it falls in line with whatever agenda you have for the day.

I am assuming this is about vets. I am a vet. Veterans have a tremendous amount of resources available to them. Any veteran seeking assistance should be referred to veteran's services through the VA, or the local Vet Center, VFW, American Legion, etc.

I don't see any problems with the EA. But my concerns are: 1 why is the city taking on this project? Why is the VA not undertaking this project? Will the taxpayers be burdened with this after the federal money runs out? Who oversees day to day operations? Does this mean hiring more city workers? Who pays their salaries?
