About the Grant Opportunity

The Notice of Funding Availability outlines grant funding available for programs focused on opioid use disorder prevention, treatment and recovery. Eligible applicants include nonprofits, healthcare providers, public health entities, law enforcement, schools and community organizations working to combat the opioid crisis in Missoula.

Funding Details:

  • Funding Period: Up to three years (Fiscal Years 2026, 2027 and 2028)
  • Annual Allocation: Minimum of $750,000
  • One-Time Funds: Up to $500,000 for eligible projects
  • Rolling Application Deadline: First review in late May

Eligibility Criteria:

Organizations and programs that align with one of the three focus areas:

  1. Prevention: Evidence-based education for school age children and young adults, naloxone distribution, first responder training, public health initiatives, drug disposal programs and community anti-drug coalitions.
  2. Treatment and Recovery: Evidence-based treatment following the American Society of Addiction Medicine (ASAM) continuum of care, mobile intervention, treatment and recovery services, trauma-informed care, wraparound support (housing, job training, childcare) and comprehensive continuum of care treatment and recovery options.
  3. Criminal Justice Programs: Pretrial support services, medication-assisted treatment (MAT) and treatment/recovery courts.

Application Requirements:

  • Submit an application through the Montana Opioid Abatement Trust Portal.
  • Include a letter of support from the City/County if applying for an existing program.
  • Ensure the request aligns with community goals and guiding documents (City Strategic Plan, CHIP, Jail Diversion Master Plan, Housing Plans).
  • Provide clear success metrics and demonstrate financial sustainability.

    Missoula County and the City of Missoula recently announced disbursement of grant funding from the Missoula Metropolitan Abatement Region Opioid Settlement Trust for the 2026 and 2027 fiscal years. Of the 29 applicants, the committee chose five existing local government programs to receive this grant funding. This application cycle received nearly $9.3 million in requested funds for an annual availability of $750,000. See all ranked applicants under documents.

    This cycle’s awardees include the City of Missoula’s Pathways for Housing Stability and Housing Sprint for Johnson Street Emergency Shelter programs, Partnership Health Center’s Community Care Team and the Missoula Public Health Substance Abuse Prevention and Foster Child Health programs. The total disbursement for this first round is $1.7 million to be split between two fiscal years. Please see below for a full line item of grant funding disbursement.

    To be eligible to receive opioid settlement funds, applicants must meet one of the three focus areas outlined in the grant opportunity. Submissions are then reviewed by the Missoula Opioid Abatement Program committee made up of the city and county officials and administrators. Chosen applications are then sent to the state government to make sure they meet federal guidelines for the settlement trust. Funding is then distributed directly to the program.

    The Missoula Metropolitan Abatement Region is eligible for nearly $750,000 in funding for three fiscal years, for a total of $2.2 million over a three-year period.
