Missoula County commissioners at their Thursday, June 30, public meeting voted to "lift" or remove the No Access Strip along the southern boundary of Phase 3 Water's Edge Subdivision Final Plat within the Waterside Drive right-of-way for a period of five years, and in the event that the Randash property and the Meadow Creek property have an approved preliminary plat within five years, the No Access Strip will remain lifted in perpetuity with the following condition: the County agrees to facilitate and/or entertain a petition to abandon the excess right--of-way of Waterside Drive.

The Missoula County commissioners held a special public meeting at 1 p.m. Thursday, June 30, to continue the public hearing on removing a no-access strip from the plat for the Water’s Edge Subdivision in East Missoula.

A property owner south of the subdivision has requested removal of the no-access strip on Waterside Drive along the southern edge of the subdivision since it was not included on the preliminary plat and the county commissioners did not require it as a condition for approval when they approved the subdivision in 2008. Removing the strip from the plat could allow Waterside Drive to connect to nearby roads, potentially enabling future development to add housing stock in East Missoula. Waterside Drive is a county road, but private roads provide direct access to most of the homes in the Water’s Edge Subdivision.

The commissioners originally heard the proposal at their May 12 public meeting. They continued the meeting to June 2, and developers and Community and Planning Services staff have held several meetings with members of the public since then.

Background on the 1’ no-access strip and public comment will be heard at the June 30 public hearing, in addition to staff’s recommendation about removal of the no-access strip.

The roads in East Missoula are not able accommodate any more traffic. If this access strip gets removed will the developers have to provide infrastructure to the roadways, adding sidewalks, etc? If not, then the access strip should not be removed.
