Missoula County commissioners at their March 28 administrative public meeting signed letters of support for all FLAP projects mentioned on this page to receive federal funding, as well as for the following TA projects: the Mullan Road: Cote to Deschamps; Mullan Road in Frenchtown and US 93 South Bitterroot Trail. Missoula County is working with the Metropolitan Planning Organization to apply for funding for the other TA projects.

Missoula County has the opportunity in the next few months to apply for two federal grant opportunities that could fund local infrastructure projects:

Federal Lands Access Program (FLAP) grants are federal funding for public infrastructure to access federal lands. The Federal Highway Administration manages the program, and applications for the grant are due March 31. This funding comes from the Bipartisan Infrastructure Law, and there is $36 million available in Montana for 2026 and 2027 construction. No matching funds from a local agency are required. This is rare, as most large grants require the applicant to pay for part of the project with non-grant money. The selection committee, which will be made up of staff from the Montana Department of Transportation, Western Federal Lands and the Montana Association of Counties, will select projects to fund in August or September.

Transportation Alternative (TA) grants are federal funding for non-motorized infrastructure. There is $30 million available statewide, and applications are due April 12. A 13.42% local match is required for these funds.The County is unable to submit applications for all the potential TA projects that could be funded, so let us know which you think we should prioritize. Most of these projects already have a 30% (or more) design plan and estimate in place.
