2022 Missoula City-County Community Needs Assessment
Missoula County Summary Report
The Missoula County Grants and Community Programs Division conducts an annual community needs assessment (CNA) to gauge the community’s interests and funding priorities. The needs assessment is the first step in determining how to effectively utilize potential state and federal funds and to ensure that community development projects reflect the community needs.
This year, we partnered with the City of Missoula to help reduce survey overlap. Missoula County can apply on behalf of local nonprofits and service providers to Montana Community Development Block Grant Program and HOME Investment Partnerships Program (federal funding administered by the Montana Department of Commerce), along with other grant funding sources that support local housing, public facilities/infrastructure or other community needs.
The online assessment was open October 10-28, 2022, and received 617 responses. Staff presented the results during a hybrid public meeting on November 15.

Public feedback will inform grant acquisition efforts by the county and city and is the first step in determining how to effectively use U.S. Department of Housing and Urban Development (HUD) entitlement and non-entitlement funds through the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.

- In the assessment, the term “affordable housing” is based on HUD's definition of a housing payment at or below 30% of a household’s gross income.
- Funds are not guaranteed for the priorities and needs identified in the assessment.
