Frenchtown Valley View Trailer Park/Plum Storage Buildings for Lease or Rent

Project description

Eeon Ventures LLC is requesting to convert an existing 40-foot by 60-foot shop building located at 15267 Mullan Road from a lease or rent restricted building to a leasable or rentable space for dry storage. The applicant has submitted a Building for Lease or Rent Application to the county.

The property is known as Frenchtown Valley View Trailer Park and currently contains 217 residential mini-warehouse units in 11 buildings, a 23-unit mobile home park, a pump house and the 40-foot by 60-foot shop. The area containing the mini-warehouses, including the shop, is known as Plum Storage. The mobile home park existed before the buildings for lease or rent regulations were in effect and were exempt from review. The mini-warehouses were subject to the buildings for lease or rent regulations.

Property history

The mini-warehouse development underwent several phases. The first phase consisted of building 103 mini-warehouse units in four buildings and was approved on April 8, 2015.

The second phase consisted of 114 mini-warehouse units built within seven buildings and was approved on Feb. 22, 2018.

The 40-foot by 60-foot shop was originally constructed for private use by the previous owner and has not been leased or rented. Eeon Ventures LLC acquired the Frenchtown Valley View Trailer Park property on Aug. 11, 2026, and desires to rent out the shop building to add to the overall mini-warehouse inventory.

What are buildings for lease or rent regulations?

When a property owner proposes to use or construct multiple structures for lease or rent on a single tract of land and the buildings are not exempt under Section 5 of the Buildings for Lease or Rent Regulations, then the interested applicant must submit a building for lease or rent application. The application is then reviewed and is subject to approval by the county commissioners. When reviewing the application, the commissioners must find that:

  1. The proposed buildings for lease or rent, as submitted or conditioned, comply with the regulations and other regulations applicable to the property, and avoid or minimize potential significant impacts on the physical environment and human population in the area affected by the buildings for lease or rent;
  2. That adequate water, wastewater, and solid waste facilities are available to serve the buildings for rent or lease;
  3. That adequate access to the site is provided to serve the buildings for lease or rent;
  4. That adequate emergency medical, fire protection, and law enforcement services are available to serve the buildings for rent or lease; and
  5. That the buildings for lease or rent comply with any applicable floodplain regulations.
