Missoula County seeks public comment on changes to a first-time home buyer program that was funded by a federal grant. Changes include expanding the program to allow the County to pass this funding on to local housing affordability programs, based on the eligibility requirements of the Montana Department of Commerce HOME program.


Background:

In 1992, Missoula County was awarded a grant from the Montana Department of Commerce HOME Investment Partnership Program (HOME), a grant program through the U.S. Department of Housing and Urban Development (HUD). The grant supported first-time homebuyers with down payment assistance through a shared equity loan that would be paid back when the property sold, was foreclosed or refinanced. Funds that have been repaid through this program can support housing affordability programs within Missoula County and is referred to as Program Income.
