FAQs
How much trash would each property owner be able to dump for the proposed annual assessment?
Each assessed property would be allotted 10 cubic yards of trash (household or business) to dump at the container site each year (one 32-gallon can or bag is equivalent to 1/8 yard).
What all could be dumped at the container site?
Along with household trash, the container site, as currently proposed, would also accept construction materials, yard debris, tires, sofas and other furniture, mattresses and appliances for separate fees according to a published fee schedule.
How does Lake County’s container site system work?
Lake County container sites are for use only by those who pay the annual Lake County fee. This is currently a $180 direct billing for anyone outside of Lake County, and they do not transact fees on site. They accept household-type waste only, in household quantities.
How much would the Condon container site proposed assessment be per month?
The $300 proposed assessment that would be billed annually on the property tax bill breaks down to approximately $25 per month.
Will there be recycling at the container site?
Public Works staff has reached out to Pacific Recycling to gauge interest in providing a recycling program similar to the one at the Seeley container site. As staff learn more, this question will be updated.
If the Condon container site is established, who will pick up the trash for the new site?
The district would contract with a service provider like Republic Services, and the contractor would be responsible for disposal. Right now, the Seeley Lake Refuse District contracts with Republic Services, and they haul the refuse to the Missoula landfill.
Has there been an environmental assessment of the proposed site?
Not at this time. If the special district is approved, the local government, either the county or a district board, would regulate the siting and operation of the site.
The USFS would need to complete a National Environmental Policy Act (NEPA) Categorical Exclusion (CATEX) determination.
Would vacation property be assessed the same as property occupied full time?
Every property with a dwelling or business unit within the boundaries of the proposed district would be assessed the same annual fee.
Is there a County ordinance for how long trash cans may be left on the road before and after pickup?
From the Missoula City-County Health Code; Regulation 3: Solid Waste Management; Section (4)(c):
"Residential containers may not be placed on a public street or road more than 12 hours before or eight hours after the time of collection"
Regulation 3 in its entirety is available as an attachment from the home page.
Is there a State law for how long the trash cans may be left on the highway before/after pickup day?
MCA 50.2.116 provides each local board of health the authority to regulate solid waste management. See Missoula City-County Health Code Regulation 3, Section (4)(c), available as an attachment on the home page.
